SUPERVISOR, ACCOUNTS RECEIVABLE - MEDICAID ELIGIBILITY
Duke University Health System - Patient Revenue Management Office (PRMO) seeks to hire a Supervisor, Accounts Receivable who will embrace our mission of Advancing Health Together.


General Description of the Job Class:
The Supervisor, Accounts Receivable for the Medicaid Eligibility team is an integral part of the patient care team at Duke Medicine. The Supervisor is responsible for the supervision and coordination of the Medicaid eligibility related activities with a focus on screening and assisting in identifying patients for Medicaid or Market Place Insurance, application facilitation, logistics, denials, appeal representation and coordination with clinical teams and clerical teams within the hospitals and clinic areas. Specific activities included in the oversight but are not limited include the interpretation of state and federal ACA/Medicaid and Social Security Disability rules and regulations and work flow coordination. The supervisor is responsible for personnel related activities which include staff development, recruitment, retention, hiring, staff work assessments, training and policy/procedure compliance. The supervisor is responsible for living and modeling Duke’s values and demonstrating expected behaviors while contributing to create a positive patient experience and building a positive work environment. Work is performed under the direct supervision of the Manager, PRMO Financial Services.


Duties and Responsibilities of this Level:
Supervisory Duties:
Maintain liaison with hospital and clinic supervisory personnel, contracted vendors and outside agencies regarding State and Federal Medicaid and Social Security Disability rules to ensure regulations are interpreted and applied for patient eligibility.
Act as a liaison with DSS supervisors, hospital/clinical staff and Medicaid attorneys in investigating and resolving barriers around patients eligible to obtaining Medicaid or ACA coverage.


Troubleshoot with internal and external customers to resolve Medicaid related issues.
Supervise work performance of contracted vendors and mandated DSS personnel supporting departmental operations.


Communicate Press Gainey results to staff and Identify areas of improvement needed.
Ensure staff is engaged in carrying out work culture and patient satisfaction action plans.
Ensure departmental safety and compliance training scores meet and exceed target. Review and follow up on safety /compliance training reports monthly.
Participate in the facilitation of staff meetings.


Attend scheduled weekly Service Access Management meetings.
AR/Management
Proactively monitor and analyze reports and all related documents for appropriate and timely KPI/BSC reporting.
Identify and report issues within the dept. and other areas impacting MDC pending AR and work process flow.
Implement strategies for the appropriate use of resources to achieve Balanced Scorecard KPIs.
Work with clinical staff to provide patient status updates for monthly outlier meetings.
Proactively monitor reporting and all related documents to identify any outstanding issues involving case management of accounts and WQ activity.
Pull and review weekly/monthly system reports summarizing inventory, and staff performance.
Generate and analyze specific reports relating to staff, department performance and financial performance. Utilize dashboard and reporting effectively to supervisor business on a daily basis.
Able to perform same duties as subordinates.
Employee Performance Management
Provide day to day supervision of 21 employees within the Medicaid Eligibility Department unit staffed at DUH, DRH, DRAH and the OB Perinatal Clinic. Responsible for obtaining Medicaid authorization for patients entitled to Medicaid for the purpose of obtaining reimbursement for services provided by Duke University Health System.
Plan and schedule work assignments to ensure proper distribution and supervision of duties. Monitor appropriate processes required to establish patient eligibility for financial assistance and other funding for healthcare expenses.
Initiate various personnel actions including but not limited to, hiring, performance appraisals, transfers, vacation/holiday schedules, API approvals, and recruitment files/personnel files and keeping staff abreast of policy and procedure changes.
On boarding of new hires including 30-60 day follow up with favorable 90 day reports from new hires.
Research operational and system issues and implement solutions for performance improvement.
Oversee department vehicle usage and related expenses.
Conduct monthly 1:1 productivity reviews and rounding sessions with employees and submit stop light reporting to leadership.
Perform monthly rounding routinely with staff.
Effectively communicate expectations and goals to staff.
Perform other related duties incidental to the work described herein.


Required Qualifications at this Level
Education:
Work generally requires knowledge of clerical and accounting principles acquired through an associate or bachelor’s degree in Accounting or a directly related field. A four year degree is preferred.


Experience:
Work generally requires five years of progressive experience in an accounts receivable environment. A bachelor's degree in Accounting or directly related field may be substituted for the education requirement and 2 years experience.


Two years of team Lead or supervisory experience preferred. Direct Medicaid experience preferred.
