Occ Summary

Advise and assist management and staff on empl oyee issues andconcerns through communicating, interpreting and recommen dingappropriate use of human resource policies and procedures, and servi cesand programs offered by Duke University/Duke UniversityHealth System .Serve as a lead, resource capacity for other HR staffand in initiating newprograms.


Work Performed

Advise and assist managem ent and staff to respond to employee issues andconcerns by interpreting applicable HR policies and procedures andmaking responsible recommendati ons in these areas as necessary andappropriate; initiate recommendations for appropriate measures toaddress underlying systemic problems or issu esrepresented by theexpressed concern, including but not limited to, sug gestions on policyclarification or development, appropriate training or other developmentinterventions.Serve in a specialist, liaison capacity f or Staff & Labor Relations andrespective entities; evaluate and research professional trends andissues in specialty area relevant to HR; educateo ther HR staff aboutspecialty to ensure consistent andequitable applicat ion of HR policiesand procedures; collect, research and disseminate appr opriate internaland external material on HR issues and trends, and provi de in servicetraining support as well as the development of Duke wide pr ograms toenhance understanding of this material as needed; identify andr ecommendnew policy or program initiatives in specialty area designed to enhancedelivery and quality of service.Apprise Director of Staff & Labor Relations of organizational issues,problems or trends; prepare reports, analyses and other writtencommunication setting forth progress, adverse trends and appropriaterecommendations orconclusions as necessary orreq uested.Implement and coordinate HR programs supporting organizationalstr ategicobjectives for creating and maintaining a model work place, includ ingbut not limited to, promotional career advancement programs, employee participation and input vehicles, and management development andtraicts, including but not limited to, employee opinion surveys, multi culturning .Provide staff support on implementing major organization wide projealaw areness and sensitivityprograms and employee advocacy/conflictresolution procedures.Identify problem employee relations areas that impede organi zationalprogress; recommend appropriate interventions and/or othercorrec tiveactions as needed.Perform other related duties incidental to the wor k described herein.The above statements describe the general nature and level of work beingperformed by individuals assigned to this classificat ion. Minimum Qualifications


Education

Work requires an educational background normally equivalent to a bachelor's degree in business administrationor higher education administration. A master's degree in a related discipline is desirable.


Experience

Work requires five years of demonstrated HR management experience in a dynamic complex service culture with multiple missions. Experience in a health care and/or research setting preferred. Significant professional management experience and leadership skills. Must possess expert knowledge of labor laws, collective bargaining, human resources trends, programs, policies, practices and procedures. Must be able to build coalitions/networks to maximize success.
