Occupational Summary

Oversee and supervise pre-award and post-award research activities for the Department of Surgery’s research administration group, including training, support, guidance, and HR management. Manage daily activities of the grants and contracts personnel and develop goals and objectives for the unit.

 

Work Performed

  • Staff and System Management: Direct and coordinate staff, systems, and procedures related to processing sponsor-supported contracts and agreements. Manage daily activities of the grants and contracts group, developing goals and objectives for the unit.

  • Work Planning: Plan and schedule work for the group, ensuring proper distribution of assignments, adequate staffing, space, and facilities for performance of duties.

  • Research Activity Oversight: Oversee all pre-award and post-award research activities. Review all extramural funding, including government and non-government grants, foundation awards, and contracts to ensure institutional and sponsor compliance, budgetary appropriateness, and adherence to governmental guidelines. Submit fiscal reports and manage re-budgeting requests as necessary.

  • Audit Participation: Participate in internal or external audits of department grants/contracts by providing information and documentation, and take appropriate action following audit reviews.

  • Information Provision: Provide relevant information regarding background and processes useful in audit conduct. Interface with Principal Investigators, Business Manager, Central Grants Administration, and granting agencies regarding contract interpretation and Sponsored Programs policies. Assist with contract negotiations and fund redistribution.

  • Procedure Establishment: Establish and maintain procedures and guidelines for grant administration, including control of government-furnished equipment, invention and copyright agreements, and safeguarding classified materials and records.

  • Grants Management: Supervise day-to-day grants management, including reconciliation and analysis of monthly financial statements for various Principal Investigators, monthly reporting, and submitting reports to the Business Manager and Director of Central Grants Administration. Maintain communication with these Directors to address any grant-related administrative or compliance issues promptly. Ensure all cost transfers are prepared with appropriate backup documentation.

  • Effort Monitoring: Conduct the effort monitoring process for all faculty and staff in the department, including regular review of faculty effort.

  • Compliance Training: Develop, conduct, and administer in-house and external compliance training initiatives, including staff and faculty training, with approval from Central Grants Administration. (RCC training is provided by the Financial Services Compliance office.)

  • Personnel Management: Initiate various personnel actions, including hiring, performance appraisal, promotions, transfers, and vacation schedules.

Manage grants and contracts positions and support personnel for a large department with a complex portfolio of grants and contracts.

 

Required Qualifications

Education/Training

  • Bachelor's degree in communications, analytical, and organizational skills, or related field. Research or grants education and/or certification is preferred.

  • Successful completion of the Research Administration Academy (RAA), Advanced Grants Management (AGM), and Research Administration Institute (RAI) training within the specified time frame. Employees hired without these credentials must complete training within 12 months for RAA and an additional 6 months for AGM. Annual performance goals will include the completion of expected training until it is achieved.

  • Maintenance of RAA, AGM, and RAI certifications through continuing education is required.

  • Certified Research Administrator (CRA) certification is preferred.

Experience

  • At least five years of relevant grants and contracts experience.

Skills

  • Ability to learn and adapt to changing technologies related to grants and contracts management.

  • Proficiency in grants and contracts systems and MS Office Suite (Word, Access, Excel, PowerPoint).

  • Effective verbal and written communication skills across all organizational levels.

  • Ability to manage and prioritize multiple projects/tasks simultaneously.

  • Comprehensive knowledge of federal rules and regulations relating to grant and contract activity and the ability to apply this knowledge to Duke University policies and procedures.

  • Familiarity with processes, systems, and offices related to grant and contract submission and management.

  • Knowledge of responsible conduct of research and management of advanced compliance issues.

  • Experience with functions in SPS, R3, grants.duke, SES, iForms, eCrt, and other related systems.

Anticipated Pay Range

Duke University provides an annual base salary range of USD $74,285.00 to USD $148,569.00. Factors considered include scope and responsibilities of the position, candidate's work experience, education/training, key skills, internal peer equity, market, and organizational considerations.
