Position Identification Statement & NCCTS description:

The National Center for Child Traumatic Stress (NCCTS), co-located at UCLA and Duke University is the coordinating center for the National Child Traumatic Stress Network (NCTSN).  The NCCTS is seeking applicants for the position of Policy Manager. The NCCTS leads, coordinates, and facilitates national collaborations and initiatives across child servicing systems and multiple topical domains, producing child trauma resources, products, reports and information for providers, treatment developers, families, caregivers, youth, and other collaborators. Please note that the NCCTS does not provide direct clinical services to children and families. This position (Policy Manager), located at Duke University in Durham, NC, is a combination of remote and on-site.

 

NCTSN description:

The NCTSN is a unique federally funded initiative that seeks to improve the quality, effectiveness and availability of care and services for children and families who are exposed to a wide range of traumatic experiences, including physical and sexual abuse; domestic, school and community violence; racial, gender, ability, and other types of identity-related traumas, natural disasters and terrorism; and life-threatening injury and illness. Combining knowledge of child development, expertise in child traumatic stress, and attention to cultural perspectives, the NCTSN supports the development and broad adoption of evidence-based and trauma-informed treatments.  The NCTSN is a collaboration of 199 academic, clinical, and community service centers across the U.S. and its territories. 

 

Position description:

The NCCTS Policy Manager will play a critical role in raising awareness of the National Child Traumatic Stress Network (NCTSN) and child trauma nationally as part of their work with the National Center for Child Traumatic Stress (NCCTS), the coordinating arm of the NCTSN. They will be responsible for coordinating and managing policy-related activities, facilitating educational updates between the NCCTS and policymakers, and supporting the development of policy-relevant resources and communications. The Policy Manager will work closely with the Duke Health and UCLA Health Government Relations (GR) teams, NCCTS staff, and external stakeholders to ensure an effective policy response and education process. This position will report to the NCCTS Co-Director at Duke.

 

This position will provide:

    1. Policy Response Coordination:
  • Lead the development of a standard process to coordinate with Duke Health and UCLA Health Government Relations to respond to policymaker inquiries.
  • Collaborate with NCCTS Staff and the GR teams to organize materials, information, and resources for timely response to policymaker inquiries.
  • Stay informed about relevant legislation, regulations, and policy developments that impact child trauma.
  • Conduct regular meetings with NCCTS staff to gather information on program activities, research findings, and emerging policy issues.
  • Assist the GR team in building relationships with policymakers and stakeholders at the federal and state levels.
  • Develop and maintain communication channels with policymakers to disseminate educational information about the NCTSN's work and resources.
  1. Policy Resource Development:
  • Collaborate with the NCCTS Data and Evaluation Program and the NCCTS Director of Communications to create policy-relevant communications, such as fact sheets, policy briefs, one pagers, summaries, infographics, and reports, that align with the organization's goals. Collaborate with these staff to standardize certain materials for response to policymaker inquiries, even as some information will have to be collected ad hoc.
  • Help identify data and information that are essential for policymakers and assist in developing content for policy briefs and position statements.
  • Work with NCCTS staff to collect and analyze data on program impact, training outcomes, and service delivery to aid policymaker education on child trauma.
  1. Policy Education and Support for the NCCTS and NCTSN:
  • Provide policy education and support for NCCTS staff to ensure they are well-equipped to communicate the mission of the NCTSN and what constitutes appropriate policy work in compliance with federal restrictions on lobbying for grant recipients.
  • Educate NCTSN members about the policy work of the NCTSN and what is appropriate and in compliance with federal restrictions on lobbying for grant recipients.
  • Collaborate with GR to provide child trauma policy-relevant updates to NCCTS staff and NCTSN members as needed.
  1. Leadership and Supervision for the Policy Program
    • Lead, guide and advise on strategy and management for the policy program
    • Supervise policy program staff (Project Coordinator)
  2. Other Related Duties (5%)

Education

  • Master's degree or other advanced degree required in a related field (e.g., public policy, political science, social work, psychology, public health) Ph.D. preferred.

 

Experience

The successful candidate has:

  • Minimum of 3-5 years of experience in policy analysis, government relations, or advocacy in the mental health or child welfare sector.
  • A strong foundation in child trauma and mental health issues, as well as familiarity with related policies and legislation.
  • Proven ability to communicate complex information in a clear and concise manner to policymakers and diverse stakeholders.
  • Experience in data collection, analysis, interpretation, and presentation with a focus on policy relevance.
  • Excellent interpersonal and relationship-building skills to collaborate effectively with NCCTS staff, GR team, and external partners.
  • Ability to work independently, manage multiple tasks, and meet deadlines in a fast-paced environment.
  • Strong organizational and problem-solving skills.
  • Knowledge of federal and state policymaking processes is a plus.

 

Salary is dependent on education and experience.
