Reporting relationship: Reports to the SE AETC North Carolina Principal Investigator; works in close partnership with clinical, fiscal, evaluation, communications, and program staff
Anticipated effort: Primary responsibility for the SE AETC North Carolina partner site, with a defined portion of effort supporting strategic coordination for Duke HIV Center of Excellence initiatives

You will provide strategic and administrative leadership for Duke's Southeast AIDS Education and Training Center (SE AETC) North Carolina partner site, a federally supported workforce-development program that strengthens the capacity of health professionals to deliver high-quality HIV prevention and care across the state of North Carolina. The Program Director leads program planning, staff coordination, educational programming, partnerships, reporting, and fiscal stewardship to ensure successful completion of the annual work plan and scope of work. You will also provide high-level coordination for selected Duke HIV Center of Excellence initiatives, maintaining a broad view of priorities, timelines, interdependencies, and opportunities for collaboration without replacing the day-to-day management of individual projects.
Minimum Requirements:
Education/Training
- Work requires communications, analytical and organizational skills generally acquired through completion of a bachelor's degree program.
Experience
- Work requires the ability to plan and administer programs and direct program activities within a specific functional area, generally acquired through four years of related experience.
- OR ANY OTHER EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND/OR EXPERIENCE.
Preferred Qualifications:
- Master's degree in public health, health administration, education, social or behavioral science, business administration, or a related field.
- Five or more years of progressively responsible experience in program leadership, workforce development, continuing education, public health, health care, or a related setting.
- Experience with HIV prevention or care, the Ryan White HIV/AIDS Program, federally funded health programs, or health-professional training and technical assistance.
- Knowledge of North Carolina's health care, public health, and community-based service landscape.
- Experience supervising staff and leading work across functional or organizational boundaries.
- Experience with adult learning, continuing-education processes, evaluation, learning-management or event-registration systems, and virtual training platforms.
- Experience working with offices of sponsored programs, post-award administration, procurement, and institutional finance systems.
Position-Specific Requirements:
- Demonstrated experience managing complex programs, projects, and educational or professional events from planning through evaluation.
- Ability to interpret a scope of work, translate requirements into an operating plan, manage multiple deadlines, and consistently complete high-quality deliverables.
- Strong written, verbal, facilitation, and interpersonal communication skills, including the ability to work effectively with clinicians, faculty, community partners, administrators, and sponsors.
- Sound judgment, initiative, attention to detail, and the ability to work independently while building effective, collaborative teams.
- Experience with budget monitoring, vendor coordination, invoices, contracts, and sponsor or institutional reporting.
- Ability and willingness to learn new technologies and expand access through virtual, hybrid, and other innovative training modalities.
- Ability to travel within North Carolina and occasionally within the Southeast region; occasional early morning, evening, or weekend work may be required for scheduled events.

This is primarily an office-based and hybrid-eligible position, subject to Duke policies and operational needs. The role requires sustained use of a computer and virtual meeting platforms, frequent communication with internal and external partners, and periodic travel to training and partner locations. Program Leadership and Administration
- Direct the SE AETC program and oversee program staff at Duke; establish clear priorities, work plans, timelines, and accountability for deliverables.
- Direct supervision of Program Coordinator role including management of hire process, performance management and disciplinary recommendations if needed. Provide strategic direction to the Program Coordinator to implement program activities, including training events, partner engagement, reporting, and other work-plan deliverables.
- Translate sponsor requirements and regional priorities into annual site-specific goals and a practical operating plan, with an emphasis on completing projects that advance the AETC mission.
- Monitor progress toward the approved work plan and scope of work; identify risks or delays early and implement corrective actions in collaboration with the Principal Investigator and program team.
- Meet monthly with the Principal Investigator and relevant clinical, programmatic, evaluation, and fiscal staff to review progress, resources, upcoming activities, and barriers.
- Participate in monthly individual meetings with the SE AETC Central Office and monthly regional partner calls; represent Duke in other regional planning meetings and communities of practice.
- Develop, implement, and maintain program procedures, documentation standards, workflows, and internal controls consistent with Duke, HRSA, and SE AETC requirements.
- Prepare accurate, timely narrative reports and respond to Central Office requests for qualitative program information, success stories, and other documentation.
Education, Training, and Workforce Development
- Assess training needs and develop responsive educational strategies for health professionals across North Carolina, with attention to communities and clinical settings with limited access to HIV expertise.
- Design and oversee interactive in-person, virtual, and hybrid training programs, clinical learning opportunities, and educational materials using effective adult-learning practices.
- Expand access through new and innovative training modalities that reach a broader range of health professionals and care-team members.
- Recruit and support internal/external faculty and subject-matter experts; communicate presentation, disclosure, and continuing-education requirements and review materials for compliance with HRSA and SE AETC standards.
- Facilitate presentations and training events as needed, including welcoming participants, moderating sessions, supporting speakers, and monitoring interaction during virtual events.
- Oversee event planning and execution, including objectives, agendas, speakers, registration, logistics, learner documentation, evaluation, and follow-up.
- Respond promptly to requests for HIV training, technical assistance, consultation resources, and educational materials, directing requests to appropriate experts when needed.
- Use evaluation findings, participant feedback, and program data to improve educational quality, reach, and impact.
Partnership and Regional Engagement
- Establish and sustain relationships with clinical providers, health systems, community health centers, public health departments, academic programs, professional organizations, and other health care organizations throughout North Carolina.
- Develop collaborative relationships with Ryan White HIV/AIDS Program recipients and subrecipients, state and local health departments, HIV community-based organizations, and other training and technical-assistance centers.
- Identify opportunities for joint programming, shared resources, clinical preceptorships, and coordinated outreach that reduce duplication and extend the reach of AETC services.
- Contribute to regional SE AETC projects, monthly communities of practice, and cross-partner initiatives; share Duke expertise and adapt successful regional approaches for statewide (North Carolina) audiences.
- Represent the program professionally at meetings, conferences, and partner events and communicate program capabilities clearly to internal and external audiences.
Fiscal and Operational Stewardship
- Develop and oversee 5 year award budget; approve and monitor program expenditures to ensure compliance with Duke grants management policies as well as policies within Duke finance, procurement, and sponsored-programs.
- Review invoices and supporting documentation for accuracy, allowability, and alignment with the approved budget before submission to the SE AETC Central Office.
- Ensure timely submission of invoices and required fiscal documentation to the Central Office in accordance with the scope of work.
- Negotiate and execute vendor arrangements for training events, equipment, supplies, venues, and related services in accordance with Duke policies.
- Prepare operational and financial summaries that identify progress, adverse trends, resource needs, and recommended actions.
- Ensure appropriate documentation and data quality for activities, learners, evaluations, continuing education, and sponsor reporting systems.
Duke HIV Center of Excellence Strategic Coordination
- Maintain a high-level view of selected Duke Center of Excellence priorities, current initiatives, new opportunities, dependencies, and timelines; help leadership keep work aligned with the Center's mission.
- Convene or support cross-initiative planning discussions, track agreed-upon next steps, and elevate decisions, risks, or resource needs to Center leadership.
- Strengthen coordination between AETC activities and Duke's broader HIV clinical, educational, research, and community-engagement resources when missions and funding requirements align.
- Support development and launch of new Center initiatives as assigned while avoiding duplication of project-level coordinator responsibilities.
Personnel and General Responsibilities
- Direct assigned personnel activities, which may include recruitment, onboarding, work allocation, coaching, performance management, and leave planning, consistent with Duke policies.
- Promote a collaborative, accountable, service-oriented work environment and support professional development of program staff.

Anticipated Pay Range: Duke University provides an annual base salary range for this position as USD $62,766.00 to USD $97,798.00.
