Occupational Summary
Administer and manage D uke Quantum Center (DQC) finance, budget, personnel, grant administration, space and facilities planning, information technology needs, and policy & procedure within a collaborative multidisciplinary center.
Work Performed
- Oversee DQC finances including: preparation and oversight of DQC budget, planning for short- and long-range funding needs for multiple sources of funding, monitoring of budgeted funds, and creation of financial reporting to DQC director and faculty and to the University.
- Supervise DQC administrative staff assuring p rformance in DQC programmatic activities, administrative support, financial administration, grants administration, procurement, and compliance with University and sponsor policies and procedures.
- Perform personnel actions including, but not limited to, hiring, performance appraisal s, promotions, transfers, and vacation schedules.
- Liaise with partner University Schools and Departments regarding DQC administrative functions, grant administration, budgeting, faculty, students, and cooperation between DQC and partner entities.
- Develop and implement center protocol, procedures, and operating policies to assure ensure compliance with the policies and procedures of the University and DQC affiliated Schools and Departments.
- Oversee and assist DQC Grants and Contract s Administrators with pre-award and post-award functions. Assure compliance with sponsor policies and reporting requirements.
- Oversee and coordinate DQC space, facilities, and IT needs with the Pratt School and the Chesterfield Building Administrator and with partner entities.
- Maintain DQC affiliations in Scholars@Duke.
- Represent the DQC Director in meetings and conferences and other affairs of an administrative nature. Prepare reports and analyses to include financial reports, setting forth progress, adverse trends and appropriate recommendations or conclusions.
- Maintain a working knowledge of current HR, financial, and business policies and procedures via university and schoolwide update meetings and trainings.
- Advise and assist management and employees to respond to employee issues and concerns by interpreting applicable HR policies and procedures and making responsible recommendations in these areas as necessary and appropriate; Initiate recommendations f or appropriate measures to address underlying systemic problems or issue s represented by the expressed concern, including but not limited to, suggestions on policy clarification or development, appropriate training or other development interventions.
- Identify problem employee relations areas that impede organizational progress; recommend appropriate interventions and/or other corrective actions as needed.
- Act as backup to HR Specialist for HR and Payroll act ions.
- Perform other related duties incidental to the work described herein.
Required Qualifications at this level.
Education /Training
Work requires communications, analytical and organizational skills generally acquired through completion of a bachelor's degree program.
Successful completion of the Research Administration Academy (RAA) and Advanced Grant Management (AGM) programs is expected.
Experience
Work requires the ability to plan and administer programs and direct program activities within a specific functional area, generally acquired through four years of related experience OR ANY OTHER EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND/OR EXPERIENCE.
Preferred: At least 7 years of management and/or research administration experience.

- Ability to manage and prioritize multiple projects/tasks simultaneously.

- Knowledge of federal rules and regulations relating to research grant and/or contract activity.
- Knowledge of Duke University policies and procedures.
- Knowledge of Duke University processes, systems, and offices related to and/or involved in administrative and grant management.
- Experience with/ability to use Duke University administrative and grant tools including SAP R3, Duke@Work, and SPS.
Anticipated Pay Range:
Duke University provides an annual base salary range for this position as USD $60,328.00 to USD $94,000.00.
