OUE HR Departmental Manager – Job 1242

 

Reporting to the Office of Undergraduate Education’s (OUE) Executive Director for Finance and Operations, the HR Departmental Manager will serve as manager and coordinator of OUE’s complex and active HR/Payroll operations, administer anti-racists initiatives, develop onboarding curriculum, and support OUE community-building. This is a new position within the OUE’s department of Finance and Operations, which supports all OUE division: Experiential Education, Intellectual Community, and Student Success.

The successful candidate will be a friendly team-oriented individual who is an effective change manager and mentor; who thinks creatively and with high integrity about processes while moving projects to completion; who values humanity and equity; who can project-manage, set up, and coordinate training events; and who is innovative, organized, and detail-oriented. The Administrative Manager must be able to manage multiple priorities and possess highly effective written and verbal communication skills.

HR and Payroll (60%)

  • Lead, design, innovate, and manage accurate, effective, efficient, and compliant HR and administrative processes and reporting. Manage and oversee the Hub’s HR/Payroll databases and SmartSheets.
  • Serve as point for HR performance issues
    • Work with PAMC and Duke Staff and Labor Relations to help manage performance improvement plans, corrective action, and separations.
    • Work with counsel’s office, as needed, to administer separation and severance documents.
    • Serve as advisor to AVPs regarding personnel actions and issues.
    • Serve as resource to all OUE employees regarding HR policy and resources, including but not limited to FMLA, leaves of absences, etc.
  • Draft sensitive letters and memorandums regarding HR and payroll for Departmental Business Manager IV, Associate Vice Provost, and VPUE.
  • Maintain all-OUE and divisional/departmental org charts, bringing improvement opportunities to the attention of the Executive Director. 
  • Manage OUE Payroll Rep, ensuring all federal and university payroll policies are met.
    • Back-up the OUE Payroll Rep as needed.
    • Ensure that all employees working outside of NC do so in accordance with Duke, state, federal, and/or international regulations.
  • Determine budgetary impact of salary actions and assist OUE leadership with salary budget planning and staffing requirements.
  • HR/Payroll support for entities in Spain, Germany, and France
    • Work with legal, corporate tax, and central admin to understand HR/Payroll requirements, costs, and obligations abroad
    • Communicate with Duke faculty and staff regarding payroll consequences of long-term placements abroad
    • Serve as payroll point-of-contact for staff in offshore entities, ensuring implementation of benefit and payroll actions
    • Provide strategic advice to OUE leadership regarding options, best practices, and decision-points for the various international payroll, benefits, and placement questions.
  • Generate HR/Payroll analysis and reports as needed.

Anti-Racist Initiatives (15%)

  • Serve as OUE’s administrative home for anti-racists initiatives.
    • Work closely with OUE’s anti-racist working group.
    • Organize and implement administrative initiatives generated by the OUE’s anti-racists working group.
    • Research and propose high-quality anti-racist trainings and opportunities.
    • Propose and draft content regarding anti-racist trainings and opportunities for the OUE’s Communications team.

OUE Personnel Support (15%)

  • Lead, design, implement, and continually improve OUE’s centralized onboarding curriculum with an eye toward anti-racism, smooth transitions for new employees, and retention.
    • Working with representatives from all OUE divisions, gather needs for OUE onboarding.
    • Design curriculum and propose changes—gathering feedback and ensuring buy-in from constituencies.
    • Implement curriculum.
    • Continually improve curriculum.
  • Lead, design, and implement OUE community events and team-building.
    • Based on information provided by OUE SMT and Senior Leaders, propose community and team-building events for the OUE.
      • Draft announcements about community and team-building opportunities
      • With the help of the Hub and VPUE staff specialists (they will order food and reserve spaces), implement community and team-building events.
  • Serve as a member of the OUE’s lunch and learn committee and administer lunch and learns

  • Perform other related duties incidental to the work described herein.

Minimum Qualifications

 

 

Education

Work requires a general business or personnel background generally equivalent to a bachelor's degree in a related field.

 

Experience

 

Work requires three years of business and/or administrative OR AN EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND/OR EXPERIENCE experience, with exposure to human resources activities, to acquire knowledge of human resources policies and procedures necessary to manage the personnel activities of a department of division.
