Financial Management Analyst III

Occupational Summary

Plan, develop and coordinate the preparation of financial analyses and reports including, but not limited to, operational and capital budgets, financial statements, statistical reports, cost analyses and other financial information; perform complex and specialized assignments in assigned area of expertise; perform lead role in coordinating complex projects.

 

Work Performed

 

  1. E-Builder Administration – 40%
    1. Act as primary administrator and implementation manager for E Builder project management database.
    2. Provide training and technical support to FMD and other Duke staff who may need to interface with E Builder system.
    3. Perform periodic integrations with SAP to ensure that financial data syncs properly between SAP and E Builder.
    4. Ensure that required interfaces with Duke systems (SAP, EAM, Document Archival), internal FMD systems (DUES, FO, Finance, etc.), and external organizations (FPDC, vendors, general contractor’s) are developed and maintained.
    5. Identify errors and/or bugs in the E-Builder program operation and coordinate with Avicado  (third party vendor) or E-Builder to rectify the discrepancy.
    6. Collect suggestions for improvement with the E-Builder system, and coordinate with Avicado (third party vendor) to make program modifications.
    7. Perform other related duties incidental to the work described herein, i.e. report creation, ad hoc data mining, etc.
    8. Attend weekly Office of Project Management meetings.
    9. Maintain system documentation.

 

  1. Capital Project Analysis – 30%
    1. Monitor capital expenditures and prepare written reports and analyses to management setting forth progress, adverse trends and appropriate recommendations or conclusions.
    2. Maintain liaison with OPM and DUES project managers and administrative staff in the preparation and analysis of financial reports.
    3. Prepare and coordinate the distribution of various financial reports and analyses for senior management and external vendors.
    4. Project Closeouts: Review and analyze capital project closeout requests.  Post necessary final adjustments to the general ledger.  Manage capital project financial closeout signature process.
    5. Review biweekly agenda for Capital Project Steering Committee (PST), making necessary additions and edits to CPRF scheduled to be reviewed.
    6. Track Duke’s Renewal project funding requirements and generate monthly JV to ensure all Renewal projects are adequately funded.
    7. Quarterly OPM fee billing:  Generate and post quarterly billing of Office of Project Management fees to the general ledger.  Process includes running Analysis for Office queries and modifying results to reflect recent capital project tier changes.
    8. Provide quarterly reporting for Office of Project Management’s operating budget.

 

  1. Project Accountant – 20%
    1. Review construction framework order pay application invoices and submit to the Accounts Payable department.
    2. Review construction framework order tax pay application invoices and submit to the Corporate Tax department.
    3. Review construction framework change orders and submit to the Procurement department.
    4. Review and process new construction framework order requests and send to the Procurement department.
    5. Troubleshoot problem pay application invoices by coordinating solutions with Accounts Payable, Procurement, vendors and project managers.
    6. Communicate with Procurement to modify open commitments as directed by OPM project managers.
    7. Track construction retainage for annual year-end accrual posting.

 

  1. Capital Budget – 5%
    1. Assist with the compilation and analysis of Duke’s 5-year Capital Budget by requesting information from FMD units and compiling response information.
    2. Assist with the generation of Capital Budget summary worksheets and slides.
    3. Perform ad hoc analysis of historic capital spending trends across the University.
    4. Maintain construction escalation database and report on trends as needed.

 

  1. Ad Hoc Analysis– 5%
    1. Assist with ad hoc requests for capital project related analysis from FMD Senior Management (VP Facilities, Director of Office of Project Management and Director or of Finance).

 

Perform other related duties incidental to the work described herein.

Minimum Qualifications

 

 

Education

Work requires a Bachelor's degree in Accounting, Finance, Economics, Business Administration or a related field. CPA is desirable.

 

Experience

 

Work requires a minimum of six years experience in financial OR AN EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND/OR EXPERIENCE management, cost accounting or a field directly related to specialized area of assignment.
