Position Summary: The primary role of this individual is to serve as the coordinator and liaison for affiliated departments of Duke University Health System’s (DUHS) 340B drug pricing program (340B). Additional roles include overseeing day-to-day 340B operations, ensuring 340B program integrity, leading the 340B oversight committee, and providing 340B compliance, policy, and procedural expertise. This position will primarily be a day shift position.

 

Specific duties include (but are not limited to):

 

Program Operations and Compliance Oversight (50 %)

 

  • Serves as the primary program coordinator and liaison for 340B-related matters; lead the implementation, development, and maintenance of 340B policies and procedures in accordance with relevant regulatory requirements.
  • Coordinate the oversight of daily operations and compliance reviews for 340B eligible medication distribution and utilization through mixed-uses settings, owned and contracted pharmacies, and clinic-administered medications.
  • Develop and maintain internal relationships (finance, compliance, legal, government relations, information systems) and external relationships(wholesalers, manufacturers, contract pharmacies, third party administrators), as needed.
  • Serve as a co-chair of the interdisciplinary 340B Oversight Committee.
  • Serve as point person and subject matter expert for all 340B federal regulations supporting program staff, including:
    • Staying current with HRSA/OPA, Medicaid, payor, and other relevant parties’ guidance/rule changes.
    • Staying current with legislative and policy changes to ensure ongoing compliance with federal regulations
    • Collaborating with legal and compliance teams on legislation.
  •  Supervise the development, documentation, execution, and follow-up of all 340B self-audits, including:
    • Conducting the process of reviewing and monitoring all 340B participation points of service to ensure compliance with policies and procedures, covered entity patient eligibility, billing, utilization records, and inventory management.
    • Overseeing regularly scheduled audits of all 340B-eligible locations and contract pharmacies to ensure compliance with guidelines, policies, and established workflows.
    • Reporting audit results to relevant stakeholders.
  • Serve as a content expert of 340B-compliant purchasing and inventory management processes, including:
    • Tracking, trending, and reporting 340B pharmaceutical sales and purchases data to ensure provider/physician and patient eligibility.
    • Overseeing routine inventory, software, tracking, and cost-savings reports to ensure concise communication with management. 
    • Participating with the Prime Vendor and routinely reviewing 340B formulary pricing, potential alternatives, and possible additional savings as a result of GPO formulary.
    • Implementing financial metric analysis findings to optimize dispensing patterns, purchasing procedures, and replenishment practices.
  • Lead the development of various 340B reports highlighting utilization, savings, compliance, program growth to be shared with pharmacy, finance, compliance, and executive leadership
  • Provide oversight and coordination of external audits, including scheduling, data collection, and post-audit management action planning.

 

Program Enhancement and Optimization (20%)

  • Support the ongoing analysis of 340B savings, system compliance, and contract pharmacy utilization to optimize the 340B program benefit.
  • Facilitate collaboration with organizational, departmental, and pharmacy leadership to enhance and/or expand available services and contracts.
  • Develop and implement ongoing 340B program training/competency resources and material for support staff.
  • Develop action plans to close identified gaps in collaboration with organizational leadership.
  • Implement business plans in coordination with organizational pharmacy leadership to help use 340B savings to expand and improve care provided to underserved and vulnerable populations.
  • Periodically collaborate with outpatient pharmacy management and pharmacy informatics teams to ensure appropriate 340B Program integration into clinical management system and functional electronic interfaces between EMR, the virtual accumulator, contract pharmacy providers, and/or administrators.

 

Supervision and Personnel Management (20%)

  • Participate in recruitment, hiring, and disciplinary action of 340B staff as needed.
  • Support development of 340B staff through periodic and annual performance coaching and evaluation

 

Other (10%)

  • Perform other related duties incidental to the work described herein.

 

 

Required Qualifications at this Level

Education:

  • Doctor of Pharmacy Degree OR BS Pharmacy Degree

Experience:

  • Three years of pharmacy practice experience; Managerial/supervisory experience preferred
  • Experience with the 340B drug pricing program, pharmaceutical procurement, and/or inventory management preferred.

 

Degrees, Licensure, and/or Certification:

  • Licensed Pharmacist or eligible to practice pharmacy in North Carolina

 

Knowledge, Skills, and Abilities:

  • Ability to communicate clearly in oral and written form.
  • Extensive knowledge of drug products, medical therapeutics, pharmacokinetics, and disease states.
  • Ability to work with information systems, automated and technical equipment.
  • Ability to establish and maintain working relationships with various members of the health care teams.
  • Knowledge of practice standards and regulatory requirements.
